Title: Broadband Manager
Department: Norwood Light Department 136 Access Road, Norwood MA 02062
Status: FLSA Exempt, Non-Union , 40 hours per week
Salary: FY26, Grade S14 $60.2438 - $64.8468 per hour for steps 1-3 (salary range exceeds hiring range)
General Summary: Under the direction of the Director of Broadband Operations, the Technical Manager oversees the daily operations, financial performance, technical reliability, and customer experience of the municipal broadband service. This role blends technical leadership with business management, ensuring efficient service delivery, strong operational discipline, and a positive experience for residential, commercial, and municipal customers.
The Technical Manager directs staff across technical operations and customer support; manages budgeting and financial reporting; oversees network maintenance and construction activities; and ensures compliance with all applicable telecommunications regulations. The ideal candidate is a strategic, customer-focused leader with strong technical acumen and the ability to manage a growing service within a public-sector environment.
Essential Job Functions: *
- Manage daily operations of the Broadband Division, ensuring reliable service, network performance, and customer satisfaction.
- Oversee broadband infrastructure planning, design, construction, maintenance, troubleshooting, and service restoration.
- Monitor system performance, resolve technical issues, and support IP-based networking and customer-premise technologies.
- Supervise and train technical and customer-service staff; establish goals, priorities, and performance standards.
- Manage division budgeting, financial reporting, purchasing, inventory, billing systems, and operational accounting.
- Support customer engagement, service improvements, marketing initiatives, and development of new products/services.
- Ensure regulatory compliance, prepare required filings, and represent the Broadband Division at meetings.
- Minimum Requirements: *
- Bachelor’s degree and 7–10 years of related experience, or equivalent combination of education and experience.
- Strong financial management, budgeting, forecasting, and operational accounting skills.
- Demonstrated leadership, organizational, planning, and supervisory abilities.
- Experience with broadband, telecommunications, networking, or related technical systems.
- Knowledge of data networking, Internet Protocol, broadband distribution, and fiber technologies.
- Ability to prepare technical documentation and reports.
- Proficiency with Microsoft Office Suite.
- Strong communication, customer service, and relationship-building skills.
- Municipal utilities or public-sector experience preferred.

Requirements
SKILLS/EXPERIENCE/TRAINING REQUIRED:
- Bachelor’s degree and seven to ten years of related experience, or an equivalent combination of education and experience.
- Strong financial management skills, including budgeting, forecasting, and operational accounting.
- Demonstrated leadership, planning, organizational, and supervisory abilities.
- Experience in broadband, telecommunications, networking, or related technical fields.
- Working understanding of data networking, Internet Protocol, and broadband distribution systems.
- Familiarity with fiber transport technologies and central office operations.
- Familiarity with fiber transport technologies and central office operations.
- Proficiency with Microsoft Office applications (Excel, Word, Outlook, PowerPoint).
- Strong verbal and written communication skills, with the ability to establish positive public relations and interact effectively with a wide variety of people.
- Customerservice experience in a technical or servicedelivery environment preferred.
- Familiarity with municipal utilities or publicsector service delivery preferred.
