JOB SUMMARY
This is a senior management-level position responsible for overseeing and managing the Authority’s Water Resources and Planning Department. The position supports the development and management of public drinking water supplies, including water supply planning, water resources management, regulatory compliance, permitting, facility design and construction coordination, and technical support for facility operations and special projects as assigned by the Executive Director. This position requires close collaboration on regional and multijurisdictional activities incorporating municipal governments, regulatory agencies, industry, and the public while providing leadership and supervision to departmental staff. Employees in this classification perform work of high difficulty requiring initiative, independent judgment, and strategic problem-solving under minimal supervision.
Employees of the Peace River Manasota Regional Water Supply Authority may be designated as essential personnel during an emergency or disaster situation. In such circumstances, employees may be assigned duties to or responsibilities necessary to support the protection of public health and safety, preservation of life and property, and the continued operations of the Authority. Employees may be required to work before, during, and/or after an emergency event as determined by operational needs. Employees may be temporarily assigned alternate duties, schedules, reporting locations, or responsibilities during emergency operations.
ESSENTIAL JOB FUNCTIONS
Manages and oversees the daily operations and activities of the Water Resources and Planning Department and supervises assigned staff.
Participates in the strategic planning, development, implementation, and management of public drinking water supplies and associated water resource initiatives.
Provides leadership, technical guidance, direction, training, and performance oversight to departmental staff and consultants.
Coordinates and oversees water supply planning, water resource management, environmental permitting, regulatory compliance, facility planning, design, construction coordination, and technical support for Authority operations and special projects.

Leads water resource permitting efforts and coordinate planning initiatives to support long-term water supply reliability, sustainability, and regulatory compliance.
Coordinates demand management efforts with members and customers.
Provides oversight for consulting work involving hydrology/hydrogeology, engineering, environmental systems and permitting.
Coordinates and collaborates with municipalities, regulatory agencies, consultants, contractors, industry partners, and the public on regional and multijurisdictional water resource activities and projects.
Oversees consultant contracts, project schedules, scopes of work, permitting activities, and deliverables related to departmental operations and Authority initiatives.
Participates in capital project management including contractor and consultant invoice or payment request analysis and approval.
Prepares reports, Prepares reports, presentations, and recommendations for the Executive Director and Board of Directors regarding departmental initiatives, planning efforts, and regulatory matters.
Serves as Authority liaison to regulatory and other agencies.
Ensures compliance with applicable federal, state, and local laws, regulations, permits, and reporting requirements.
Assists in the development and administration of departmental budgets, procurement activities, and consultant agreements.
Updates Water Supply Master Plan
Performs other related job duties as assigned.

QUALIFICATIONS
Education and Experience:
Bachelor’s Degree with a major in Geology, Engineering or related field; and Eight (08) years of relevant experience; or an equivalent combination of education and experience.
Special Qualifications:
A valid State of Florida driver’s license to operate the motor vehicle operated. The requirement exists at the time of hire and as a condition of continued employment.
Licensed professional geologist, Professional engineer, or AICP Planner preferred.
Knowledge, Skills and Abilities:
Comprehensive knowledge of PRMRWSA policies and procedures.
Knowledge of scientific practice.
Knowledge of water supply planning, permitting, and water resources management practices, principals, and regulations.
Knowledge of environmental permitting requirements in Florida.
Knowledge of project management.
Knowledge of drinking water regulations.
Ability to manage projects and negotiate with Consultants and Contractors.
Ability to communicate effectively orally, in writing, and through presentations.
Ability to convey technical information accurately and clearly.
Ability to make effective public presentations

Minimum Standards required to perform essential job functions
PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Tasks typically will involve the regular, and at times sustained performance of moderately physically demanding work, typically involving some combination of walking, climbing and balancing, stooping, kneeling, crouching, and crawling, and may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials. In addition, must have the ability to sit and stand for extended periods as well as bend, twist, squat, kneel, push, pull and exhibit a full range of movement. This position also requires walking and navigating through uneven terrain.
SENSORY ABILITIES
Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate colors or shades of colors. WORK ENVIRONMENT
Tasks will involve work within an office environment and work outdoors in a wide range of southwest Florida weather conditions, and in typical southwest Florida terrain.
